Turner is accused of recruiting women across multiple states, including Virginia, North Carolina, South Carolina, Maryland, and Pennsylvania. He is charged with violating the Mann Act, which criminalizes transporting women for prostitution. Turner reportedly targeted women with drug addictions, using both drugs and a firearm to control them. The FBI, Charlottesville City Police, and Albemarle County Police assisted in his arrest after an investigation revealed extensive commercial sex ads linked to Turner.
